Keystone not binding on 35357

Hi,

Going along the course and im having issues setting up keystone. I've defined the endpoints using "keystone-manage bootstrap..." command but i get an error went attempting to create a project in the next step. Further investigation has revealed that apache is binding and listening on 500 but not 35357

root@controller:/home/max# keystone-manage bootstrap --bootstrap-password openstack --bootstrap-admin-url http://controller:35357/v3/ --bootstrap-internal-url http://controller:5000/v3/ --bootstrap-public-url http://controller:5000/v3/ --bootstrap-region-id RegionOne

root@controller:/home/max# ss -tupan | grep "5000\|35357"
tcp LISTEN 0 128 *:5000 *:* users:(("apache2",pid=3548,fd=6),("apache2",pid=3547,fd=6),("apache2",pid=3539,fd=6))

root@controller:/home/max# openstack project create test --domain default

Ideas?

Forgot to mention, Its on Ubuntu 18.04. they changed a lot of things this version so that might have something to do with it.

Check if you have a firewall or something that might be blocking the network connection.

ufw is off although i dont think a firewall would prevent the port itself from listening.

    max@controller:~$ sudo ufw status
    Status: inactive
    max@controller:~$ sudo ss -tupan | grep 35357
    max@controller:~$
