/etc/nologin

I'm reading from other sources that if this file exists root can still login but in the LA lecture it's saying not even root can login and I would need to boot it into a rescue or single user mode. Which is true?

    maybe something different on some distro but it seems logical that root would be allowed in. The best thing to do is try it out on a test machine
